crypto: Eiffel Crypto 429 downloads

Eiffel Encryption facilities written in Eiffel, without extra dependencies on specific C library.
Support for
	- bcrypt
	- hashing: md5, sha1, sha256, message_digest
	- hmac: hmac_md5, hmac_sha1, hmac_sha256
	- salt, xor_shift_64
	- rng: cryptographically secure random number generator (Windows BCryptGenRandom, Unix /dev/urandom or getrandom)
